A field activity does not begin before its safety conditions are clear.
SEFER SEDD is a preparation framework for seeing route, health, permissions, guide competence, privacy, data, child safety, recording and emergency conditions together. This page does not itself grant safety approval.
Current status
The framework is published; there is no approved route, open SEFER or appointed safety board.
These questions support programme preparation. Every actual field activity must be assessed separately by qualified and competent people for its current location, regulations, participants and proposed activity.

Areas that must be visible before a SEFER can open
These questions do not produce the same answer for every programme. They are reconsidered for the actual field, age group, activity and season.
Age and audience
Who is this activity being prepared for? Are age, developmental stage, accompaniment and group size suitable for this field?
Health and physical suitability
How will health declarations, allergies, medication, mobility and required support be gathered safely and proportionately?
Route and field
Who has recently verified field difficulty, weather, water, elevation, transport and evacuation possibilities?
Guide and facilitator competence
Who holds the required competence in field guidance, first aid, technical practice and working with children, and how has it been verified?
Privacy and recording
What explicit permissions and publication boundaries apply to photographs, video, audio and especially records concerning children?
Data and the portal
Why are application, health and emergency data collected; where are they kept, for how long and who may access them?
The rights of the field and living beings
Can the field be used without harm to waste conditions, noise, plants, animals, local rights of use and carrying capacity?
WAQF / BA Internet
If field notes, images or outputs are published, are their sources, permissions, ownership, privacy and maintenance responsibilities clear?
Initial language of assessment
Risk is determined with the real activity, not by the name of a route alone.
The levels below are not final approval classes. They are a starting language for the depth of assessment required.
Low
Short and accessible observation or a simple workshop may be considered. Participant, weather, field and basic emergency conditions still require verification.
Moderate
Includes additional risks such as waterside activity, cycling, animal contact or school groups. Health, parent or institutional permission, qualified accompaniment and the field plan are set out in detail.
High
Includes conditions such as an overnight stay, winter, a long route or remote access. It does not open without a qualified field guide and detailed emergency and evacuation plans.
Very high
Includes conditions requiring specialist competence, such as technical passage, a canyon, severe weather or remote evacuation. It does not become a public programme before assessment by field, health and safety specialists and by the relevant regulatory and permitting authorities.

This framework shows which questions should be asked. It does not declare a particular route safe, provide medical or legal advice or confer authority to open a programme. The real decision rests on the assessment of qualified and competent people who know the current conditions.
