Transforming knowledge into skill in the field is not the job of a single authority, but of roles (Carriers) that take on different responsibilities and act jointly on the basis of ADAB.
Carrier Method
Not every role is a hierarchical position; It is your own area of competence and responsibility.
Pioneers invent the idea, entrepreneurs build the system, builders build, and guides guard the frontier. Everyone is responsible in their own field and equal before ADAB.
The one who knows and the one who does, the one who provides funds and the one who sets limits cannot be the same person; Power is not concentrated in a single center, but in circles of merit and good manners.

Carriers that reveal the idea (RUYAH) and show the horizon and principle direction.

Founders who transform the idea into a structure (institution, model, system) in the field and undertake the organizational burden.
